Jacques Baudoin is both a writer and an editor. His former responsibility include: in charge of the educational and professional formations issues to the Labor ministry (1994 - 1995), former consultant to the Higher Institute of National Defense Studies (49th session). Dr. António Marques Bessa is professor and president of the educational council of the Superior Institute of Social Sciences and Politics of the Technical University of Lisbon (ISCSP-UTL). He coordinates the Social Science bachelor and heads the research master of African Studies.
Invited professor in several universities of the Portuguese world, he is also permanent speaker of the Military Institute of Luanda in Angola. He is speaker as well for the UNDP on African Portuguese speaking countries issues.
His main study interests are theories of political leadership and geopolitics of Africa, Portuguese cultures countries and the developing world.

Charles Cogan United States of America
Dr. Charles G. Cogan is a Research Associate at the John F. Kennedy School of Government, Harvard University.
A graduate of Harvard, then a journalist, and then a military officer, he spent thirty-seven years in the Central Intelligence Agency, 23 of them on assignments overseas. From August 1979-August 1984 he was chief of the Near East South Asia Division in the Directorate of Operations. From September 1984-September 1989 he was CIA Chief in Paris. After leaving the CIA, he earned a doctorate in public administration at Harvard, in June 1992.
He lectures and writes in English and French. His latest book is French Negotiating Behavior: Dealing with “La Grande Nation” (United States Institute of Peace Press, 2003). A French-language version, with an update, is entitled, Diplomatie à la française (Editions Jacob-Duvernet, 2005).
In recognition of the latter work, he was awarded in November 2006 the Prix Ernest Lémonon of the Academy of Moral and Political Sciences of the Institut de France.

Former senior official at ministry for defense, Pierre Conesa, was deputy manager at the direction of the international relations of the General Delegation for the Armament, under director at the Delegation for Strategic Affairs, and responsible for mission for Chief of Staff of the armies. Victor Perevalov is a Public law and political science teacher. He published more than 130 articles of constitutional law, of politics and of philosophy and of the fundamental course of politology. He is both an expert of politics and of federalism. Mr Perevalov is an Honorific professor of Russian and foreign universities (Humboldt University in Berlin, International Law Institute in the USA). Mr Perevalov is as well president of the Juridic Inter-regional higher studies of Russia, president of the scientific council of the Lawyer Association of Russia, former regional president of the electoral committee. He participated in the writing of the constitution of the Russian Federation, the constitution of several articles of State constitutions. He received several State decorations.
